The scheme of this Ordinance is some-

What different to that of our Military Service Acts.

Here every one who is not excepted from the Act is deemed to be enlisted and transferred to the reserve, and such persons have the right to appeal to a Tribunal for exemption if they so wish.

The Hong Kong scheme is apparently to call every per- son who comes within their Act before the Tribunal for

be decision as to whether they should enrolled or not. This seems to be great waste of the Tribunal's time, as I can hardly imagine that every one would wish to appeal.
